Captain I have the honor to acknowledge the receipt of your Communication of the 27th ult,  
In reference to the application of Lt: Wilson. I beg leave to call your attention to the application forwarded you from these H'd Qrs on the 30th ult. You will please make Such endorsements thereon as you think proper, and return to this office, In the matter of the character of the officers detailed to duty in the Bureau. the Superintendents of Districts will be held responsible. If they try to obtain good men and fail their responsibility, of course, ceases, but if they fail to try, they must be held accountable. Too much care cannot be exercised in Selecting your assistants. Under the recent order from Dept H'd Qrs I have no doubt Genl Wiles will render you every assistance in the Selection of officers.

Lt Keatley was directed in a letter dated 20th august to send at once to these H'd Qrs. a report of the use made of the property of Abram F. Leonard at Norfolk Va under control of the Bureau, but as yet no such report has been made. An immediate answer upon the matter is requested.
