The following endorsement from Genl Howard on your letter of "Instructions to Medical and other Officers" dated Bureau R.F.and A.L. Office Chief Med: Officer, State of Virginia, Richmond, Va. September 14th 1865 is forwarded for your information.~
"Col Brown's order is approved, except as to the sale of medicines. Even with regard to these, a reimbursement for medicines necessarily issued for freedmen, is right and proper."
