Dear Sir,
At a meeting held on yesterday, the council requested me to reply to your communication of the 20th instant; and accordingly I now have the honor to state that, while the council on behalf of the city, will arrange for the care of our destitute poor, both white and black, who belong here as residents, yet they do not consider it incumbent on them to provide for paupers, who coming hither, from all parts of the State, Should be cared for by the cities, and counties, were they formerly resided, and upon which the burden seems properly placed, by our State legislation.
