Stuart Barnes, Supt of the Dist. in which Halifax Co. is located, has been directed to investigate the case, and forward all papers connected with it, to this office for final action.

The Asst. Commissioner directs that you report as early as possible all known cases of outrages which have occurred within your district since the surrender of the Rebel Armies committed by white people upon the blacks, and by black upon the whites. The statement in each case should give, whenever practicable, the date, and locality of the occurrence, and the circumstances, as fully as possible. It is important that the report be received here by the end of the present week
