I have the honor to acknowledge the receipt of your letter of the 2nd inst. In reply I have the honor to inform you that the order restoring your property was issued on the 20th Dec 1865, and forwarded to Captain Flagg. Enclosed you will find an official copy of the order.

John Snead, and Eli Spurlich 'Col' have been to these Head Qrs. and complain that their private fire arms were taken away from them. You will have these cases investigated. Fire arms that are private property, are not to be taken from the Freedmen. No order for so doing has been issued from the Dept Heads Qrs. or these Head Qrs.

The Asst. Commissioner directs, that you will proceed at once to Yorktown, Va, and inspect carefully, the condition of the Sub. District of which Mr. Rodney Churchill is Asst Supt. You will make special enquiry in reference to the many complaints of injustices, towards the citizens, and of witholding rents, which should have been restored with the estates on which they have accrued- After having complied with these instructions, you will report in person, to these Head Qrs.
