Sir,
I am directed by Col O. Brown to inform you in answer to your letter of the 8th inst. that Capt Wilder has been instructed to allow rents to persons to whom property has been restored from the date of their amnesty oath. Where there are cases for Special Pardon which the applicant files for pardon with his acceptance of it, provided the rent has not been paid into the Bureau, and accounted for to the Treasury Dept.
