I would respectfully ask for an appropriation of six hundred dollars from the civil fund for the encouragement of Intelligence Officers in six of the

principal cities of the State, for the benefit of the Freedmen. These officers to be under the general Supervision of  Offices of the Bureau. to be conducted by competent men, and not to be discontinued within three months from the date of their establishment.
