I am directed by the Asst Commissioner to inform you that the stories of "Selling Freedmen South of the James River have been officially Contradicted, and to suggest to you that the publication of such stories in the local newspapers does great harm.  He thinks it would be well for you to see the editor of the "True Southerner" and to suggest to him that it would be better, before publishing statements which so seriously affect the welfare of the Freedmen to have them officially examined so that their truth or falsity may be known. There is enough that is true, without carelessly imposing upon the fears, and the credulity, of the Freedmen by publishing rumor, or insubstantiated statements as fact. no doubt the paper referred to means well, but if the statement that "the labor of negroes is sold" is false- as our investigations seem to show - a serious, though unintentional injury has been done to the freedman. as appears by statements in your letter of the 18th inst. A true and wise friend of the Freedmen, will not voluntarily be instrumental in paralyzing their energies, by making them believe that their conditions and prospects are worse than they really are.

The letter of Mr Churchill adressed to You, and forwarded to this office for the information of the Asst Commissioner, has been received. In reply I am directed to say that, the confidence of the Asst Commissioner in the integrity and zeal of Mr Churchill is not abated, but so much trouble has arisen from his Sub District, that it seems desirable he be relieved and assigned to some other County. Complaints are constantly going to Washington from Yorktown, which are a source of great annoyance to the Commissioner.
