In reply to the Communication of Capt. Wilcox. Asst Supt. at Danville Va. dated 25th Jany. by you forwarded to this Office, Setting forth the action of Richard Jones, and John Price, in turning away from their plantations certain infirm. Cold men, named Robert and Weaver (former slaves of Jones and Price Respectively) The Asst Commissioner directs me to say that as the best part of the Said Robert and Weavers lives, have been spent in the service of their former masters, and as in

Such cases, a tacit understanding has always existed, that when a negro has worked faithfully during his younger years, he shall be taken care of in his old age by his master..it is held that the mere act of freedom, does not free the former owner from his obligations incurred during a period of 20 or 30 years.

The Commissioner has been informed that Miss Stull is about to take charge of the Asylum at Trenton N.J. and Can accomodate about 50 deaf or Blind mutes. Should any such Come to your Knowledge within your district. Please Communciate the necessary information concerning them to Rev'd J. F. Shepherd, Secy. American Freedmens Aid Association at Washington D.C.
