3rd Report of Officers and enlisted men, (called for by Dept. Head Qrs.) - is required to show all officers and enlisted men doing duty in the Bureau, during the month for which the report is made, and will be made out in full each month. Each officer and man will be accounted for.
The report of officers will be made in form similar to that used for reporting officers and enlisted men.

Dear Sir.
I am directed by Col Brown to reply to your letter of the 6th inst. It is desireable that a portion of the freedpeople of Virginia should find homes in the North. The following is Genl Howards endorsement in a Similar application from a New York Association.
"If specific application made by responsible parties in the North, Requesting the assignment of freed labor are recieved, and the applications will agree to name the families of the freed people employed by them, as well as the serviceable hands. and that such as may be transported North shall not Come on the Bureau for. support. the Bureau will furnish the means of transportation"
This Col Brown adds, "Able bodied men must not be selected without they take a due proportion of the dependent and worthless."
