Major It is reported that "an intelligence office at Harper's Ferry for at least some weeks would be of service in getting some hundreds of surplus laborers out upon the farms of the Shenandoah Valley and into upper Maryland where they are greatly needed!- You will immediately direct your attention to this subject and are hereby granted authority to establish such Intelligence office if you should deem it desirable.
