Before the bounty of Dennis Barnett can be paid we must have evidence from Barnett himself that he sold his certificate to George Briscoe.

Captain,
In your communication dated 21st March, information was requested as to the manner of collecting the claims of Anthony Wiggins and Anthony Williams, who deposited money with paymaster J.H. Hubbard, whose receipts they have lost. -
Proof of identity is required, with a statement of facts. -
The cases will then be referred to Major Hubbard, to find out of the men have money deposited - if so, you will be informed of the mode to collect their claims.
Two applications were made in the above mentioned communications for the retained bounty of Richard Johns Co. "D" 1st U.S.C.C. - one is made by Richard Johns personally, - he states that he has lost the receipt-
The other by Alexander Ackis, with a Certificate and statement sworn to be himself and Samuel Marshall, that Richard Johns, living at City Point, gave Ackis his certificate to collect, in order to save travel expenses. -
There is only one Richard Johns,

to whom bounty is due, and the Richard Johns, who applied with his discharge papers, is the man to whom the bounty is due, the certificate corresponds in date and his discharge papers, and further, our Asst. Supt. at City Point, after making diligent enquiries, has been unable to find any person as represented by Ackis.-
It appears evident that the "men Ackis and Marshall, have obtained the certificate in some manner, and are attempting to collect the money for themselves, and have perjured themselves by swearing falsely - therefore you are hereby directed, that if on examination you find the men guilty of the above crime, you will cause them to be arrested and made an example of -

If the Richard Johns who applied personally, is found to be the rightful owner of the certificate, it can be forwarded with the application for the Bounty.
