Merrell Lieut. H.S.
Superintendent

Lieutanant
It has been reported to this office that there are in the ward known as the "Old Mans" of inmates, all too old and crippled to do the first thing towards their own support, and that but for the help which they have received from others, in fuel and food, they must have perished-
It is also reported, that an old man about 60 years of age, but sadly crippled with rheumatism, went to your office to try to draw some rations, but was told he must go home and get a certificate from the Doctor-
The old man had spent six wary hours in the vain effort, and at 3 P.M. had had no food-
He has no relations to care for him, his name is Scott Shorer(?)-
Another old man whose hand(?) has been 3 times badly injured, and without relations had issued to him for 3 days 18 "hard tack"-
He said he could have soup by going each day, but it was so poor it didn't pay for such a hard walk.
The Assistant Commissioner directs that you investigate and report on these cases without delay.-
I am Lieut.
