It has been reported to these Head Quarters that on Monday the 2nd inst. a colored man named Frank Abrams living with J. Sharply in Cumberland New Kent Co. was severly whipped by John C. Timberlake.
Abrams son was also whipped at the same time. The civil authorities take no notice of these matters. The Asst Commr. directs that you make a thorough investigation of the above cases the result of which you will report to this office.
