Dear Sir
The reason for the communication of Major Bates in reference to the sale of goods by your agent Mr. Johnson, were to give you the views of the Inspector General on the subject.
If you are satisfied that Mr. Johnson does not neglect his school duties, and is selling goods to freedmen as you state "at a lower rate than the merchants in his neighborhood",

I would respectfully request that he be allowed to continue the store, as I believe it will be of service to the freedmen.
I am Sir
Very Respectfully
