Major:
Most of the answers to Circular No. 15 from your District do not apply to the levy of taxes in 1866. This is chiefly because the levies are generally reported as to be made at a time later than when the answers were prepared. You will instruct the several Supts. to consider the requirements of the circular to be uncomplied with until a full response to every interrogatory applying to 1866 has been made and forwarded, which should be done at the earliest opportunity. The answer from Craig County seems to be for 1866, as also that from Floyd, but the answer of the latter does not embrace interrogatory No. 5.

I have the honor to acknowledge the receipt of three (3) communications dated May 25th, enclosing applications for U.S. Bounty and Back pay, Pension &c.- The following have been forwarded to Washington viz:
William Gibbs, George Anderson, Matilda McGunder, Jane Durdon, Henry Harris and Nicholas Guest-
The following applications are returned, viz:
Gilly Twine - The application gives the date of her brother's death as February 1866, while the certificate of Wm Ward gives the date as January 1865.- The certificate of Ward had better be made out properly, and sworn to before Capt. A.S. Flagg.-
Frank S. Keener - Discharge required - This application has not been here before.-
Isaac Kellam - Must state if he drew clothing during the time he served - If he received cash in hand at the rate of $7. per month, part of the time and $10. the remainder of his term of service - and if he drew clothing from the government there cannot be much if any pay due - as the whole pay of a cook is $10 per month - Pay and clothes included in that amount.
