I am directed by the Assistant Commissioner to acknowledge receipt of your communication relative to "Civil Claims" and the status of the Bureau offices and "Courts" with regard to them, and to say in reply that the order suspending Bureau Courts, is intended to cause a cessation of all business civil or criminal so far as the Courts are concerned, or the officer or officers composing them.-
You can only advise freedmen whether interested as against freedmen - or as against whites - as to the best mode to obtain justice, and cannot decide such cases yourself or by your Courts.

I am directed by the Assistant Commissioner to call your attention to the fact that complaints are made to this office, to the effect that the burials from Howards Grove Hospital at Oakland Cemetery do not conform in depth &c to the regulations and requirements of the Cemetery-
It is also represented that many of the bodies when sent for burial are in a decomposed state.-
The Assistant Commissioner directs that this matter be looked into at once and guarded against in future.
