I know what we want to produce is something that will stand up. A specific law that will show Indians are tax-exempt all way through. I have several Court decision documents send me by the Area Director John M. Cooper, formerly of aberdeen Area Office, who is now in Oklahoma Are Office and each of these documents read that Income from trust property is subject to Income Tax, and are therefore, not much value to us. We got to dig and find some thing to back up the contention that Income from Trust Property is tax exempt. Which brings me back to the President Garry's suggestion, to apply ourselves on national basis. It appears to me, that, if we should try to tackle this on national basis, we would not get very far, I would suggest that instead, we use the process of elimination, that is, take the tribes separately and dig into their treaty provisions, where we might find some rule that will give us a lead. I recall that this group of men in the March 19, General Council meeting, at Elbowoods were alluding their contention from Felix Cohens, Indian Laws. At any rate, we will get the ball rolling. And I do hope that other member of the Committee will come through with their thoughts to this question.
