General,

In compliance with you endorsement of the 11th inst. I have the honor to submit the following report upon the Public animals in the 5th District. 

As stated by Bvt. Lt. Col. Whytal A. Q. M., there are forty six (46) animals in use in the District:  thirty five (35) horses and nine (9) mules the property of the Q. M. Depart, and two (2) horses the property of the Bureau.
                  
I will first designate those which are allowed by the "Bureau Officers Manual" and afterwards allude to those which I consider to be necessary from the exceptional condition of affairs in the District.

Allowed by "Manual"- one horse for the Superintendent of the District, and one each for Six Assistant Superintendents, together - Seven.

The two hospitals at Yorktown and Hampton might from their size and importance be considered as General Hospitals, and being entitled to four (4) horses each would account for eight(8).

There are two Medical officers at Elizabeth City and one at Yorktown, I am strongly under the [[imprepion]]that no contract Assistant Surgeon, whose duty requires [[inserted]] a horse, will with his small pay and uncertain tenure of Service, purchase a horse from his private funds, and that an effort Should be made
