The horses are mostly poor broken down cavalry horses, condemned and turned over by the Quar Masters Department, at the close of the War. The amount of labor they are obliged to perform is much greater than their ability. Two thirds of them ought to be condemned and shot on the grounds of humanity. Assistant Superintendents whose duty requires them to ride hundreds of miles during the month are constantly reporting their animals as broken down and disabled. I personally know of instances where those officers have been obliged to leave their horses and walk for considerable distances at great logs of time, and occasioning failure to meet engagements.
