I am directed by the Commissioner to communicate with you in reference to the recent instructions, of the Secretary of War, requiring all Medl Officers both of the Regular and Volunteer forces on duty with Assistant Commissioners as Surgeons-in-Chief of Districts to be relieved from duty in the Bureau & the latter to be mustered out of service, with the request that you would designate the most suitable person to relieve the Medl Officer now on duty at your Hd Qrs. in his duties as Surgeon in Chief of the District.

As the duties of the position are such as require discretion, foresight good judgement and administrative ability as well as professional attainments such as you could Confide in for managing the Medl Affairs of your District, I am further instructed to inquire what rate of pay you would deem advisable or suitable for such a position,
