Respectfully returned to Cap R.S. Lacey, Supt B.R.F.&.A.L. 7th Dist. Va., with the request that this paper may be transmitted without delay to the proper authority. 
It has ever been my understanding that all official "Communications to a Commander" from those under his command, must be addressed to "the Adj't. on duty with it"; but that papers submitted, when not specifically directed, should be forwarded, to the Commander as in the other instance, through the intermediate channels; and in their now existence, undercover to the executive representitive of the Commander.
