General:

I have directed General Sewall, Acting Inspector General to proceed to Fortress Monroe, Yorktown &c. to see what can be done toward distributing [[strikethrough]] the [[/strikethrough]] the freedmen now collected there.

I desire that you will send General Brown, if he can be spared, with General Sewall to such points as you think but in order to accomplish the above object.

My purpose is to use every endeavor to induce these people to seek permanent homes and employment elsewhere.
