become necessary to scrutinize the statements upon which transportation is granted to freedpeople. The application should state affirmatively and not by inferences that the persons to be transported "are now a charge upon the government," or "are liable soon to become a continued charge upon the government," as the case may be - and the evidence that upon transportation being granted "they will find employment" or "be cared for by friends," as the case may be, "and thus cease to be a charge upon the government," should be other than that derived from freedmen themselves.
