General:
Major General Howard directs me to inform you that the provisions of Circular No. 3. [[as?]] from this office, are suspended for sixty days, so far as they relate to the fifth district and Princess Anne County in your state only. You are authorized to grant transportation as before, to freedmen going from points embraced within the above named districts.

General Howard also directs that authority be given to the proper officer to charter a small vessel to be placed at the disposal of General Armstrong  for the purpose of removing freedmen from York County and that vicinity, - the charter not to exceed ten dollars per day, and to continue for a period of not more than thirty days.
