General,

I have the honor to state that it will, in my estimation, be impossible for more than half of those who apply at the offices in my District for transportation, to give "the name in full" and "residence of the applicants friend or expected employees"; or information sufficient to "enable" "the officers of this Bureau at the point of destination", to ascertain, if required the truth of "the facts upon which the application is based"

A large proportion of those who apply know the region to which they desire to go; have friends there, are confident that they can get work there, have heard that work is to be had by those returned from such regions, and from their manner and general appearance, satisfy the Officers of the Bureau at this point that they are in earnest and will probably succeed in finding homes and work where they desire to go. Owing to the Freedman's ignorance of reading and writing, they are unable to communicate freely
