Your letter of the 11th inst. is received. Circular No. 11 is issued by Gen. Howard, and of course we cannot annul it. I see no great difficulty in clarifying. Par. 2 shows to whom the issue is to be made (it says nothing about "whites" or "rebels"). Par. 3 shows what the ration is, and how long it is to be issued. Now if in your judgement there are none "in extreme want of food" besides those "now supplied by the Freedmen's Bureau or by county or parish authorities", you will have no occasion to draw from this special fund at all.
