WAR DEPARTMENT,
Bureau of Refugees, Freedmen, and Abandoned Lands,
Washington, April 16, 1867.

Genl. O. Brown
Asst. Comr. Richmond Va: -

Dear General:

A large number of official communications to the Comr. from your office are inclosed in plain envelopes, and the result is they go, in the first instance, to his private Secretary. You will confer a favor upon us here, if you will direct the officer that attends to the mailing of your correspondence to enclose our official communications in envelopes marked "official business."

Your truly
