I regret to inform you that the arrangement I made when in Norfolk with the Freedmen on the "Taylor Farm" has failed to effect a settlement of the matter.

The plan of settlement agread upon between the Freedmen and myself was that they were to rent the farm at such rates as might be agread upon between Maj. Remington, Sub. Asst. Commissioner and Mr. Tazewell Taylor, if the two failed to agrea a third party was to be selected by them.

I was confident that the arrangement would be carried out in good faith by all parties, but it appears from letters received this day that I was mistaken. I enclose herewith these letters. They sufficiently explain the situation. It seems that the action taken by the Asst. Commr.
