WAR DEPARTMENT
Bureau of Refugees, Freedmen, and Abandoned Lands,
Washington, May 1867.
Bvt Maj Gen. W.P. Carlin
Asst Comm Nashville Tenn
Dr General,
Mr Lawrence your Nashville agent seems to have taken the field politically, and according to the information that I have received, is likely to defeat a worthy union man by means that hardly become an agent of the Government.
If Mr Lawrence will use his position for his own personal agrandizement and secure humiliation and defeat to the Union party he is a very different man from any that I want to employ in this Bureau.
Please regard this letter as confidential and consult with the bearer as to the best means to be taken under the circumstances.
Very Truly Yours, signd Gen. O.O. Howard
