War Department
Bureau of Refugees, Freedmen and Abandoned Lands
Washington, May 30th 1867

Bvt. Brig. Genl. O. Brown
Asst Comm Richmond Va.,

General,
Mr. J. M. McKim was here yesterday from New York, and after my interview with him I felt persuaded that it would be better to give the amount I proposed from the Refugees & Freedmen's Fund to the normal institution in the vicinity of Richmond, and to aid the other institution, which you have so much at heart from the fund for "rental, repairs & construction". I think this would be satisfactory to you as the latter can take place any time, whereas the former cannot be done until the institution shall be incorporated.
Very truly yours,
O.O. Howard
Major General & Comm'r.
