It is reported at these Head Quarters that Anthony White and wife, col'd., living at Mr. J.W. Bolman's, Little Plymouth, King and Queen County, Va, are in destitute circumstances, and that the civil authorities have failed to render them any assistance. You will bring this case to the notice of the "Overseers of the Poor", and if they fail to aid these people you will request their decision in writing, the same to be forwarded to these Head Quarters. You will see that these people do not suffer.

The colored people must not be required to pay taxes for the support of the poor unless the poor of their own color are cared for.
