Fort Monroe Va. 1867

William Outten (white) citizen resident of Elizabeth City County Va., being duly sworn deposes and says, that he resides and the land adjoining the timber land belonging to Mr. Joseph Segar and known as "Roseland".  That he (Deponent) has passed it daily during and since the late war, that he has frequently seen U.S. troops cutting the lighter timber on said land and believes that said troops cut most of the saplings and smaller trees; that there was origonally about seventy five (75) acres of land in said tract, well covered with pine and oak timber; trees that would cut two and three cords to the tree.  

Deponent farther states that he believes that all the heavy timber on said land was cut and used by the freed-people of Eliz. City County; that he, Deponent) has seen eight or ten freed-people, at one time, cutting and hauling the heavy timber from said land; that said timber was cut and hauled from 1862 to 1865.
