Dear General
Can anything be done for Mr. Segar - he has been more abused I believe than any other man in Virginia both by friends and foes. I do not see how, under present instructions I can pay him anything without special orders from you.

I believe his loyalty will result in placing him in a worse position than if he had gone over to secession unless something can be done for him.
