I have the honor to forward herewith report of Lieut Reed A.S.A.C. upon the within claim of Mr. Segar.

I have made inquiries of many in this vicinity whose residence here as U.S. Soldiers and officers covers nearly the whole time of the military occupation of this place; and the information given by them, in a loose way, but as accurate as could be expected points to the following conclusions.

That from the beginning of the war till about 1864 there were on an average five thousand U.S. troops
