adopted for the medical treatment of negroes in Richmond, described in his previous letter of the 23d inst, was so adopted after consultation & arrangement with the City Board of Health, costs only $100 00 per month, and inquiries, as it cannot be pursued further, whether the 6 physicians receiving it, cannot bring in bills for medical treatment of freedmen every month to the amount of $16. 67/100 each, in the same way that Army officers are supplied with medical attention when Army surgeons are made available, &c.

Respectfully returned, It is not in other large Cities where the Bureau is in operation found practicable, nor is it the policy of the Bureau to furnish medical attendance to all freedpeople irrespective of their condition. It is only to be furnished to those who are unable to provide for themselves, It is thought that one A.A. Surgeon, at a salary of $100, or two Physicians at a monthly pay of $50. could, or should be able to attend to all cases actually needing gratuitous assistance.
