General:
I am directed by the Commissioner to request you to take measures for the early discontinuance of all the freedmen's hospitals in your State, except those at Richmond and Hampton. It is believed that most of the inmates will be provided for by the authorities of the Counties to which they respectively belong. If you are satisfied that some of the Counties are for the present unable or unprepared to provide for their poor you will be authorized to furnish a limited supply of rations for such paupers as you turn over, until they (the local authorities) can by the assessment and collection of taxes provide for them. By your officers & agents you will see that the rations are faithfully distributed to the persons for whom they are furnished.
