it might become necessary to issue a few during the extreme cold weather at Richmond, Petersburg, Hampton and perhaps at a few other points, to prevent suffering.

After a careful examination of the different hospitals, the class and condition of the inmates andthe needs of the freedpeople, we are satisfied that allthe hospitals except those at Richmond and Hampton should be discontinued within the present month. That the patients actually requiring treatment, and the very few dependents who cannot be provided for by their friends or local authorities be transferred, those from Fredericksburg, Gordonsville, Lynchburg, Alexandria and Farmville to Richmond and those from Petersburg, Norfolk and Yorktown to Hampton.

It may be necessary to continue temporily  dispensing with one medical officer for each at Lynchburg, Norfolk, Petersburg, Fredericksburg and Alexandria.
