In consequence of the irregularity in sending back the bills of lading receipts, (these constituting the proper support of the accounts for the service rendered), Mr McLean, the Agent of the Orange and Alexandria R Rd, has notified this office that some arrangement must be made as regards his road by which the stores can be delivered to an Agent of the Bureau and the B/L receipted at Lynchburg. This involves the necessity of having an Agent at that point authorized to receive and tranship the stores and to receipt the bills of lading issued to this road.

It is, therefore, respectfully recommended that R S. Lacey, Agent of the Bureau on duty at Lynchburg Va., be directed to act as Acting Asst. Qrmaster for the purpose above indicated.
