Charlottesville Va Nov. 11th 1867

Dear Sir
We desire, simply in the cause of truth and justice, to make a very brief statement for your consideration -
Lt A.F. Higgs of the United States regular Army was detailed and ordered to this place some six or eight months since, to discharge the duties of Chief of the Freedman's Bureau - He has conducted himself, so far as we know and believe, peaceably & quietly, but efficiently & promptly, like a soldier and a gentleman, and has given, we are sure, satisfaction to both the white and colored races, until within a few weeks since - When the Republican party of the County came together to select candidates for the Convention to frame a constitution, they nominated as one of them the Hon. Alexander Rives, now Judge of the Supreme Court of Appeals of this state - It is scarcely necessary to say that Judge Rives is not only
