claiming to represent the Republican Party, and composed mainly of Colored People, also afterwards, by a very large meeting of the people of the County, of both Colors. - 
Lieut Higgs had good reason to think that he was serving the cause of restoration Republicanism, & the highest interests of the Whole Community, in recommending the election of a distinguished Statesman and ardent Union Man, like Judge Rives, and it is only to be regretted that adverse influences were brought to bear, sufficient to defeat such Election. -
Entertaining the above expressed views of the course of Lieut Higgs, it is hoped that his action may meet the approval & sanction of his Superiors in authority, and that he may be retained in his present position -
