States, that he is directed by Genl. Howard to request the Asst. Com'r. to forward a list of Volunteer officers, whom it is absolutely necessary to retain in the service of the Bureau for its effective administration. Also, to ascertain whether those officers are willing to remain in the service. If not, to nominate suitable persons to fill their places.
