ATTACHMENT I

Resolutions of the Affiliated Tribes
of Northwest; adopted 8/27 - 29/1956\

a. WHEREAS, under Spokane Resolution 1956-41, passed at a special session on June 30, 1956, the Spokane Tribe of Indians, meeting in General Council at the Spokane Subagency at Wellpinit, Washington, unanimously requested by a vote of 46-0, that its prospecting and mining program be extended from September 30, 1956, to December 31, 1957; and

WHEREAS, the Spokane Tribal Delegation to the annual convention of the Affiliated Tribes of Northwest Indians presented the basic reasons for developing the type of program involved and pointed out the reasons why the program must be extended.

NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Affiliated Tribes of Northwest Indians, meeting in regular session this 29th day of August, 1956, that the Commissioner of Indian Affairs is requested to immediately grant approval for the extension of time as requested in Spokane Resolution 1956-41.

b. WHEREAS, the Spokane Tribal Delegation at the Annual Convention of the Affiliated Tribes of Northwest Indians called our attention to the fact that the building designated as the jail at the Spokane Subagency at  Wellpinit, Washington is in such a dilapidated condition that it is unsafe, unsanitary and totally unfit to hold any prisoner; and

WHEREAS, the Spokane Tribal Council has been warned by various outside officials, including officers of the Federal Bureau of Investigation, that the possibility of lawsuits are very real for placing persons under custody in this building; and

WHEREAS, officials of Stevens County, Washington will not accept prisoners from the Spokane Tribal Court,

NOW THEREFORE, BE IT HEREBY RESOLVED, by the Affiliated Tribes of Northwest Indians, meeting in regular session this 29th day of August, 1956, that it is requested that the Bureau of Indian Affairs immediately follow through with the presently proposed programs to build a suitable jail at the Spokane Subagency, Wellpinit, Washington.

c. WHEREAS, the leasing of allotted Indian lands are now requiring the signatures of all interested heirs on the lease before it is approved by the superintendent; and

WHEREAS, it is causing considerable hardship on the lessees to run down the individual heirs to sign lease papers; and

WHEREAS, where heirs with small interest who live in far-off places do not warrant long expensive trips for the lessee,

THEREFORE, BE IT RESOLVED, that a remedy be found to relieve this pressure involving the leasing of allotted lands and permit the signatures of the majority interests of heirs or more than 50%,
