very little thought about the Indians before. There is a new Research Director in the campaign offices of the candidate of the nominee for president , Mr. Stephenson. How many of the convention resolutions have been carried through? We did not bring, I don't think a copy of the resolutions of last year, and I cannot tell you exactly how many of those resolutions have been carried through, except that certainly you listed among the no. 1 objectives the defeat of Mr. Dorrit for Undersecretary of Interior. Almost the only real opposition that carried through till the end was the opposition of National Congress and its friends including hundreds of wires and letters from church people as a result of your resolution. And in the end, as you know, the appointment was not confirmed by [[crossed-out]] Mr.[[/crossed-out]] the Senate. Another was the Indians Claims Commission and as you know that has been carried out. The repeal of House Concurrent Resolution 108 was not effective. The amendment of Public Law 280 was not effective. My personal opinion is that we simply didn't work on them hard enough. The last Congress Session indicated a considerable friendliness of these Indian problems but they [[crossed-out]] e[[/crossed-out]] can only cover so much legislation. And when one group was working hard to get one major through or another there simply is not time to get certain things scheduled and unless there is great pressure and its kept on all through the two years of a Congress, these measures just don't get enacted. Frankly, our best friends who are in Congress told us that it is very unlikely that we could get an outright appeal of House Concurrent Resolution 108. But in the closing days of the session, Senator Murray introduced a resolution which involving many of the recommendations that you have made, [[crossed-out]] has[[/crossed-out]] as natural resources development program for the future, and the Congressional policy of assisting tribes to develop their resources rather than toward termination.
