NCAI works with legislation. The Bureau of Internal Revenue sets up the requirements for all tax-exempt funds, and all the operations of Arrow have to come within that category. So there is that difference. Now for years I have always mistakenly understood that Arrow was in existence simply to raise money for NCAI. Well, that is not totally true. Arrow raises funds for purposes that are tax-exempt, granted by these foundations with the understanding that they will not be used for legislative purposes, based upon the requirements of the Bureau of Internal Revenue. That's why NCAI has an awful time keeping up its operations, because it can only use money that is not tax-exempt. So let's not assume any longer that Arrow is simply to collect money for NCAI. It can only collect money that is tax-exempt and is given by the donors to Arrow with that understanding. 

MRS. PERATROVICH; And may I add this. The reason I called on him was because its given in the general fund and goes in generally, as I understand it. He wanted to know if it went to high salaries. But it's part of the income, isn't it, and distributed along with the other money; and that, I think should satisfy you? Are there any other questions we can help you with? 

Mr. Chairman, I move that this resolution of policy, introduced by the Committee on Joint Work with Arrow, be adopted.

When the operational procedure goes into effect, will there will be sufficient coordination to control, to make sure, that publicity which goes out, for example, over the name of Arrow and presumes to present the Indian issues, Indian questions, will not be in conflict with positions which the National Congress has taken? Is there control? 

PERATROVICH: Yes, we hope to accomplish. And here's another thing, too. I want to add. Arrow has wanted to give money to many of our projects, but often we don't word it properly. These donors who contribute to Arrow want to maintain and protect their tax-exempt status, and they have to be absolutely non-political. Now, when you do things from the floor, you get into the spirit of
