I have the honor to report the following case which has just occurred in New Kent. County. Pompey Richardson. an old freedman 105 years of age. very poor & infirm applied to me for something to eat. I refered him to Dr. John Mayo, overseer of the poor in his district. & at the same time addressed to the Doctor the note herein enclosed. This morning Pompey came to my office & stated that Dr. Mayo. not only refused to help him. but threw my letter on the ground. not even reading it. & cursed the Yankees in a most outrageous manner. Pompey took the letter from the ground & brought it back to me. without a written word in reply from Dr. Mayo. I would therefore respectfully suggest that Dr. John Mayo be removed from his office as Overseer of the Poor for the 2nd District & that he be tried by a Military Commission for a violation of Par. 6th G.O. no 31. Hd Qrs. 1st Mil. Dist. of May 28th 1867. Simply a removal from office would be no punishment. for the position is one that is never sought. & unless an officer can be
