In compliance with Cir. No. 5 Series 1867 I have the honor to report that the several Divisions of this Sub. Dist. have been inspected as required in Cir Letter No. 3 dated June 1st 1866.

The 1st Division (Six Counties) is in charge of the Sub Asst. Commr. with Head Quarters at Wytheville Va. In this Division there is no material change in the condition of the Freedmen since last report.

The 2nd Division comprising Six Counties is in charge of C. McDougall A.S.A.Commr. who is efficient and capable. The interests of the Freedmen are faithfully looked after as required by existing Orders and Circulars. The Freedmen are generally employed at small wages and are making a living with poor prospect of accumulating
