the Dist. are peaceable and law abiding citizens, well disposed and labor faithfully and industriously when they can find employment even at the smallest compensation. It is but just to them to say that they are free from faults than their white neighbors even though less intelligent. It is reported and I have good reason to believe the report well founded, that there is a League forming among the property owners to refuse employment and provisions, and drive from their premises, all the Freedmen who do not vote as they desire.

In the present condition of the Freedmen such a determination on the part of the property owners would render it necessary that some immediate means of relief should be adopted.

The interest in Schools still continue applications are made nearly every month for more Schools and Teachers. During the last Quarter there have been 884 Scholars taught in the Freedmens Schools in this Dist. & nearly all these have learned to read and about One
