The condition of schools already established has been excellent; they are now suspended and will not open till October.  The demand for more comes from various quarters: about eight new schools should be started next fall, and the freedmen could do very much towards maintaining the teachers.

I would respectfully submit [[erasure]] that [[/erasure]] whether it could not be a reasonable and desirable thing for the Bureau to allow each county the salary of ten teachers @ $10.00 a month apiece provided the freedpeople should furnish board and accommodations.

Twenty dollars a month to each county would, thus appropriated, bestow an incalculable benefit upon the freedmen therein and serve as a stimulus to them to do their part.
