a well disposed, active man who appears to understand his work and to enter into it with a commendable spirit.

There is one great difficulty experienced by officers who have large divisions - namely - the large extra personal expense incident to travel. Now most of Bureau duty is in the saddle, and as horse feed and hotel fare are invariable and expensive wherever duty calls an officer from his headquarters, it amounts to this, that the more and better an officer of the Bureau does his duty, the more he has to pay out of his small salary. It is unreasonable and contrary to human nature that one should do duty that amounts to a punishment: it cannot be and is not done as it should be.

I would urgently and respectfully invite the attention of the Asst. Com. to this state of things and request that some provision be made to remedy it.
